Symptoms

Oracle Fusion Middleware (FMW) 12c Infrastructure version 12.2.1.4.0 (FMW_12.2.1.4.0_infrastructure_Disk 1_1of1) was successfully installed on Microsoft Windows x64 (64-bit) 2019.
However, when installing the FMW Forms and Reports 12c binaries (FMW_12.2.1.4.0_fr_win64) into the infrastructure ORACLE_HOME directory the following error screen is returned several times:
