Fail to Access Framework Folder with Turkish Character Dotted I in Folder Name (Doc ID 2748090.1)

Symptoms

On : 12.2.1.3.0 version, Content Server

When attempting to access a Framework Folder folder whose name has the Turkish character Dotted I (İ) in it, the following error occurs.

ERROR

Content Server Request Failed


Error path: '/Enterprise Libraries/.../İşler' does not exist


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Have a DB with the UTF-8 Character Set.
2. Enabled Turkish language for the user via the SystemProperties applet.
3. Change the User language to Turkish under the User Profile page (-> click [Update] to save).
4. Create a Framework Folder named "İşler" - i.e.: (Dotted I at the beginning of the name).
5. Try to go inside that new folder.


BUSINESS IMPACT

Due to this issue, users cannot access the Framework Folders who have the Turkish character Dotted I (İ) in it.

Changes

 Enabled the Turkish language for the user via SystemProperties.
