Too Many Open Connections Error Occurring In the Gateway of Oracle API Gateway

Symptoms
Oracle API Gateway shows an error on the Connect to URL filter:
"Too Many Open Connections" ,
An attempt was made to increase the ulimit "Open Files" at the OS level but the problem persists.
The error being seen in the Gateway trace file is similar to the following:
