Filter Registration Fails, However Application Still Deploys Successfully and Goes into Active State (Doc ID 2750897.1)

Symptoms

When application contains user defined filters and the filter registration fails, then the deployment also fails. In general conditions this is working as expected. 

But in case where there is an OOM occurs at the deployment time, the application is going to active state, even when the filter registration fails.
