WFR - Unable To Access Solution Configuration Manager (Doc ID 2751094.1)

Symptoms

When attempting to open the new Solution Configuration Manager 1.3,  a red number 73 appear on the login in screen.  The login page also appears as if it wasn't completely drawn, missing several fields, lines, and buttons.

Changes

 This is a new installation of the latest version of WFR, 12.2.1.4.200714.
