On : 12.2.1.3.0 version, Content Server

ACTUAL BEHAVIOR

Not able to disallow same file to be checked in to same Framework Folder

Customer using below document but suggested approach is not working from RIDC code or through CS UI
  How to disallow same file to be checked in to same Framework Folder (Doc ID 2052857.1)

EXPECTED BEHAVIOR

  Disallow when same file to be checked in to same Framework Folder

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to WCC
2. Set Global Rule Side effect to FailDuplicates for ConflictResolutionMethod
3. Instead of error message for duplicate file system allowing to upload file as

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot disallow when same file to be checked in to same Framework Folder.
