Retention Schedule Objects are not Exported in the .hda File after applying Bundle Patch 31390302 (Doc ID 2752933.1)

Symptoms

After applying Bundle Patch 31390302 , retention categories and other retention objects are no longer exported when navigating to Records -> Import/Export -> Archives.

No error is thrown and the file is generated. However, it does not contain any retention object data.
