ORA-12636: Packet send failed When Using SSH Tunnel And 19c JDBC OCI (Doc ID 2755390.1)

Symptoms

When using Instant Client 19.10.0.0.0 to connect to Oracle database 19.6 through SSH tunnel, the following error is encountered:

ORA-12636: Packet send failed

The same setup works fine when using JDBC OCI version 12.1.0.2.
It also works with JDBC 19.6 when the firewall is open to the database port and no SSH tunneling is used.
