Email Attachments Are Not Getting Imported By WebCenter Capture and Error "BASE64Decoder: Error in encoded stream" Occurs (Doc ID 2756195.1)

Symptoms

Capture Import Processor is failing on some email attached PDFs and generating the below errors in the logs:

oracle.odc.exception.CaptureException: Error extracting attachments

Caused by: com.sun.mail.util.DecodingException: BASE64Decoder: Error in encoded stream: needed at least 2 valid base64 characters, but only got 1 before padding character (=), the 10 most recent characters were: "\204"N\252>\142\227$N="
