JHeadstart 12.2.1 Evaluation Version Not Working With JDeveloper 12.2.1.4 (Doc ID 2757860.1)

Goal

Attempting to explore the performance of building a new project with the Evaluation version of JHeadstart 12.2.1  

After being downloaded and installed into the tool, When right clicking the project "ViewController" and selecting "New JHeadstart Service Definition", an error message appears:

java.lang.NoClassDefFoundError: org/springframework/core/io/FileSystemResource

How can I make the evaluation version work with JDeveloper 12.2.1.4?
