OSB 11.1.1.9 JCA File adapter(HAFileAdapter) Consumption Stops

Symptoms
HAFileAdapter stops polling after sometime without any information in the logs.
Also it was seen that, only one managed server in the cluster was polling before it stops working.
When they see the issue and restart any managed server the polling resumes but again stops after a while.
Occasionally, the polling stops when the File adapter tries invokes the SQL "SELECT CREATED from FILEADAPTER_IN WHERE FULL_PATH=?"
If debug logging is turned on, the user will see
File Adapter-48###FileListDAO::isLocked called with []
but nothing after. Normally, user should see
<JCA-work-instance:File Adapter-8###FileListDAO::isLocked called with [<path to file>]>
<JCA-work-instance:File Adapter-8###FileListDAO::isLocked for [<path to file>] is [ false]>
<Inside FileUtil::addFileToList adding [<path to file>] to list>
Changes
Upgraded to 11.1.1.9.x and this was not happening in the earlier version.
