access denied ("oracle.security.jps.JpsPermission" "IdentityAssertion") when it is tried to Enable BAM Business Continuous Queries. (Doc ID 2761420.1)

Symptoms

 In an upgraded BAM 12.2.1.4.0 it is not possible to enable Business Continuous Queries.

It was found in the bam diagnostic files a java.security.AccessControlException: access denied ("oracle.security.jps.JpsPermission" "IdentityAssertion") exception like:
