FMW or WLS Installer Fails on Prerequisite Check for Windows Server 2019 Datacenter Edition (Doc ID 2761825.1)

Symptoms

When attempting to install Oracle Fusion Middleware (FMW) or WebLogic Server (WLS) on Windows 2019 Datacenter, it fails on the Prerequisite Checks, as shown in the screen below:

The issue can be reproduced at will with the following steps:

1. Attempt to install FMW 12.2.1.4 or WLS 14.1.1 on Windows 2019 Datacenter.

2. The prerequisites OS check gives the below Warning message:

Problem: This Oracle software was not certified on the current operating system at the time it was made generally available. It may have been certified following general availability.
Recommendation: Check the Supported System Configurations Guide (https://www.oracle.com/technetwork/middleware/ias/downloads/fusion-certification-100350.html) for further details. If your operating system is certified and no other prerequisite checks have failed, press "Next" if you wish to continue.
Expected result: One of Windows 7, Windows Server 2012, Windows Server 2012 R2, Windows 8.1, Windows 10, Windows Server 2016, Windows Server 2019 Standard
Actual result: Windows Server 2019 Datacenter
