Connect ORDS With CDB Without Prompt For Adminstrator Password (Doc ID 2761950.1)

Goal

ORDS 20.4.3.r0501904 is executed for one CDB.
Followed the documentation under https://docs.oracle.com/en/database/oracle/oracle-rest-data-services/20.4/aelig/enabling-ords-database-api.html#GUID-0CFA8981-1A34-4144-92AE-27A5F7E5BBA7
The target is to create and drop PDBs with this ORDS Service.
When ORDS is started, ORDS prompts for an Administrator Password even though "db.cdb.adminUser" and "db.cdb.adminUser.password" are defined.
When answered the prompt with the same values that are defined in configuration file everything works.
Is there a way to prevent the prompt?
ORDS is running in standalone mode.
