Deploying / Importing a Portal that uses a Page Template Fails with: could not find referencing object with ID <object-id> (Doc ID 2762260.1)

Symptoms

Deploying/Importing a Portal that uses a Page Template Fails with:

could not find referencing object with ID <object-id>


ERROR 

The Deployment Window from the WebCenter Portal UI shows this message:

Failed importing '<portal-name>' on the target.
An internal error occurred while importing portal data. Refer to the WebCenter Portal Server log for more information.

The portal logs shows the following errors: 

<DATE_TIME> <Warning> <oracle.webcenter.portal.persistence.impl.JAXBImportContext> <WCS-72046> <While importing object '<template-name>' with ID '<template-id>', could not find referencing object with ID '<portal-id1>' and type 'oracle.webcenter.portal.persistence.PortalInstanceResource' (reference name 'PageTemplate').>
<DATE_TIME> <Warning> <oracle.webcenter.portal.persistence.impl.JAXBImportContext> <WCS-72046> <While importing object '<template-name>' with ID '<template-id>', could not find referencing object with ID '<portal-id2>' and type 'oracle.webcenter.portal.persistence.PortalInstanceResource' (reference name 'PageTemplate').>
