WFR RTS Instance Starts but then Immediately Stops After an Upgrade

After upgrading the WFR server to version 126.96.36.199, the RTS will start, but immediately shuts down. The H_ log file shows errors such as:
Failed to connect to batch root directory
[Warning] Shared license file "C:\oracle\product\WebCenter Forms Recognition\License\Runtime.lic" does not correspond to the local master license "C:\oracle\product\WebCenter Forms Recognition\Components\Cairo\zCroWFR.lic". Creating a new shared license using master license as template.
[Warning] No valid license counting information was found in the shared license file. Recovery procedure is going to be applied.
New installation. Repair operation also performed.
