Symptoms

If an initial remote server connection attempt fails due to use of an invalid URL containing mixed protocol/port (e.g. t3s protocol, t3 port) then all subsequent connect attempts also fail with a similar exception.

For example, take two webLogic managed servers, server1 and server2.
When server2 attempts to connect to server1 using a t3s protocol and a non-SSL port the following exception occurs.
