After Login, Select App No Admin Icon Just Shows "list All Apps" (Doc ID 2764149.1)

Symptoms

Issue logging into newly installed 12c instance.

When I use fwadmin and choose "AdminSite", it just asks for "Select App" and there is no admin icon just a "list all apps" drop down list.
