User Lockout Functionality Not Working for OSB Proxy Web Service (Doc ID 2765096.1)

Symptoms

An OID user is able to access an OSB Proxy Web Service even when the user is lockout.

The user was locked out by making five login attempts with wrong password. The sixth attempt with correct password should also fail however the user is able to access the OSB Proxy Web Service application.

Following observed in WebLogic server logs when a lockout user is successfully authenticated:

 Upgrade WebLogic and OSB from 11g to 12c
