Post 12c Upgrade IBR Does Not Convert Content (Doc ID 2766229.1)

Symptoms

After 12c upgrade, documents sent to InBound Refinery (IBR) get converted but do not show up when clicking on web-viewable link and shows Native file instead in the Content Information page.

IBR trace logs shows a successful conversion of content as seen below excerpt:

Changes

 Instance was upgraded from 11.1.1.9.0 to 12.2.1.3.0
