SAF Agents Missing Messages

We are right now working with this SAF setup on Cluster 1 and Cluster 2.

CLUSTER 1 : has ms1 managed server
CLUSTER 2 : has ms2and ms3 managed servers

The SAF setup is as below.

SAF Agent Name : SAFAgent-StrTopics, Agenty type: Sending - only

When we have cluster1, cluster2 UP and running and we put a message on cluster2 , the message is forwarded to cluster1
When we shutdown the MS in clsuter1 - the message is stuck on cluster2 as cluster1 MS is down.
When we restart MS in cluster2 the message disappears.

It is not on error topic or anywhere in the SAF Agent topic.
