ODI Incorrectly Generates Empty String for Old Outer Join "(+)" Syntax

Symptoms
Using ODI 12.2.1.4.210108, an Oracle Data Integrator (ODI) customized Knowledge Module (KM) is used to generate the old outer join syntax (+).
If the KM code only contains "(+)" to concatenate, ODI generates an empty string.
This worked in some older release 12.1.3 or 12.2.1. The same stopped working in 12.2.1.2.6 and later.
Executions with this syntax fail with the following error:
