Symptoms
FMW 12.2.1.4 Weblogic OSB on closing connections
We see around 98k processes coming up on close_wait status on FMW 12.2.1.4.All related to osb managed server process

This is causing issues particularly when there is a dynamic process like cohenrence cluster which gets a port dynamically and its erroring out saying process already binded
