Apex 20.2, a Custom Download Procedure gives: ORA-20987: APEX - Unauthorized URL (Doc ID 2768193.1)

Symptoms

On : APEX 20.2 version, Flow Builder

When attempting to download documents using custom code
the following error occurs.

ERROR
-----------------------
500 Internal Server error

and in logs

SEVERE      <ID> GET localhost /ords/apex_util.count_click?p_u...<ID>&p_user=<ID>&p_workspace=<ID> 500 java.sql.SQLException: ORA-20987: APEX - Unauthorized URL:  <OWNER>.GET_DOCUMENTS?p_file=<ID> - Contact your application administrator.

STEPS

The issue can be reproduced at will with the following steps:
1.Upgrade from APEX 19 to 20.2
2. Test the application page that download documents and get the error when clicking the icons with type of document
