Symptoms
On :APEX 20.2 version, Flow Builder
When attempting to run a migrated application (with export-import) from older APEX
the following error occurs.

Exception in "Search Internal Contact":
Error Stack: ORA-20987: APEX - Multi Lingual Engine is not available on this database version! - Contact your application administrator.
Details about this incident are available via debug id "<ID>".

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Import an application from APEX 4/5 into APEX 20.2 (new instance)
2. Run the application and the login page shows
3. Enter username and password and then the error happens instead of the next expected page
