Not Able To Retrieve Content From Oracle Webcenter Error: !csFsStorageRuleMissing (Doc ID 2771299.1)

Symptoms

When attempting to retrieve a document from the Content Server UI search results error:

 SEVERE: Unable to fetch document in repository UCM with dDocName GCP_HOME_FORUMHDR. When calling service VCR_GET_DOCUMENT_BY_NAME

Based on initial error determined there was a problem with the documents and attempted to re-index which led to an error that pointed more directly to what the issue was:
