WebCenter Content Upgrade from 11.1.1.9.0 to 12.2.1.4.0 fails with config.xml is not valid.

STEPS TO REPLICATE

1. Upgrade WebCenter Content from 11.1.1.9.0 to 12.2.1.4.0
2. Execute the command: ./reconfig.sh -log=reconfig.log -log_priority=ALL
3. Above referenced error is experienced.
BUSINESS IMPACT
-----------------------
Admin is unable to upgrade WebCenter Content from 11.1.1.9.0 to 12.2.1.4.0 due to this error.
