SOA Server Is Giving FAILED_NOT_RESTARTABLE Error (Doc ID 2776952.1)

Symptoms

SOA server in FAILED_NOT_RESTARTABLE state even after multiple restarts. Log msg would have error msg as below -

A MultiException has 10 exceptions.  They are:
1. java.lang.IllegalStateException: /u03/app/Middleware/user_projects/domains/PROD_domain/config/fmwconfig/autobackup is not readable.
2. java.lang.IllegalStateException: Unable to perform operation: post construct on weblogic.management.provider.internal.RuntimeAccessDeploymentReceiverService
3. java.lang.IllegalArgumentException: While attempting to resolve the dependencies of weblogic.management.provider.internal.RuntimeAccessService errors were found
4. java.lang.IllegalStateException: Unable to perform operation: resolve on weblogic.management.provider.internal.RuntimeAccessService
5. java.lang.IllegalArgumentException: While attempting to resolve the dependencies of weblogic.t3.srvr.FinalThreadLocalService errors were found
6. java.lang.IllegalStateException: Unable to perform operation: resolve on weblogic.t3.srvr.FinalThreadLocalService
7. java.lang.IllegalArgumentException: While attempting to resolve the dependencies of weblogic.t3.srvr.BootService errors were found
8. java.lang.IllegalStateException: Unable to perform operation: resolve on weblogic.t3.srvr.BootService
