Updates Hang when Updating Some WebCenter Portal Settings Under the adf-config MBean in the System MBean Browser from Fusion Middleware Control (Doc ID 2778678.1)

Symptoms

ACTUAL BEHAVIOR

Unable to update some WebCenter Portal settings under the adf-config MBean in the System MBean Browser from Fusion Middleware Control.

Changes can be done but when attempting to save changes the update hangs.
The AdminServer health goes into Warning state and an incident is created for the WC_Portal managed server where the change was done.

Attempting to do changes using WLST also hangs.

The following warnings are seen in the WC_Portal diagnostic log:

STEPS

The issue can be reproduced with different settings, but this is one example:

Connect to Fusion Middleware Control.
Go to the home page for WebCenter Portal.
From the WebCenter Portal menu, select System MBean Browser.
Navigate to Application Defined MBeans > oracle.adf.share.config > Server: WC_Portal > Application: webcenter > ADFConfig > ADFConfig >ADFConfig > WccAdfConfiguration.
Make some changes.
Navigate to the adf-config MBean to invoke the save operation.
oracle.adf.share.config > Server: WC_Portal > Application: webcenter > ADFConfig > ADFConfig

Upon invoking the save operation the browser will hang.
Checking the WC_Portal diagnostic log will show the errors.
