Post-DataDiff: URL* Database Fields Mismatched in Shared Filesystem

Symptoms
After running DataDiff in 12.2.1.4 environment, we have seen several issues where url* fields in the database do not correctly reference the file in the shared filesystem.
For example:
- In the Database, the AttrTypes table references urlxml field with value 111/222/123456789,0.xml
- On the shared filesystem, in the location {Shared}/Storage/AttrTypes/111/222 there is only 123456789.xml, which has not been updated since the upgrade was run.
This leads to certain attribute editors not loading correctly.
Additionally, some 11g UI elements were copied over from the 11g dump.
- This lead to the UI not loading correctly.
