Why tadm Command Is Not Included in Oracle Traffic Director (OTD) 12c? (Doc ID 2779638.1)

Goal

In OTD 11g one can access command-line interface (CLI) by running the tadm command to manage settings for all of the features of Oracle Traffic Director. However the tadm command is not present in OTD 12c. Has it been removed from 12c and if so what is the alternative?
