Unable To Access User Service UI (SPUI) After Installation of Oracle Advanced Authentication (OAA) - Service Error (Doc ID 2780478.1)

Symptoms

After installation of Oracle Advanced Authentication (OAA) the list of Deployment Details lists the available URLs that can be used.

However, when you access the SPUI URL, in a browser, you are not presented with the OAM Login page. You immediately get an OAM error page with:

However, if you access the FIDO UI page first, and successfully login, you can then access the SPUI page, without closing the browser window and the SPUI page is displayed.
