Upgrading to ORDS 21.1 causes performances issues (Doc ID 2782932.1)

Symptoms

On : ORDS 21.1.1 version

ACTUAL BEHAVIOR
---------------
 
Customer upgraded ORDS from 20.4 to 21.1. ORDS deployed on Weblogic 12.2.1.4

APEX version: 20.2

ORDS is working without issues, but the performance has been diminished to the point that it is affecting the Development on APEX due to large time of response when navigating on APEX.

 

EXPECTED BEHAVIOR

There should not be any delay after the upgrade.

The issue has the following business impact:
Due to this issue, users cannot work properly on APEX.
