WLST Users Automatically Assigned to Administrator Group if no Group Specified During Domain Creation (Doc ID 2785155.1)

Goal

When create a new domain via WLS script, if create a new user without assigning any group, after the creation of domain, the new user will be automatically assigned as 'Administrator' group, is that normal?
