Symptoms

On : 12.2.1.3.0 version, Content Server

ACTUAL BEHAVIOR

Archiver using CollectionLocation

EXPECTED BEHAVIOR

Archiver to use CollectionLocation

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add CollectionLocation=[path] in intradoc.cfg
2. Restart WCC Managed Server
3. Archive Export
4. Observe default location being used.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, admin users cannot archive to the new location
