Running the migrateSecurityStore WLST Command to Migrate the WebCenter Portal Policy Store from Database to File Fails with: JPS-10151: Application role does not exist (Doc ID 2786889.1)

Symptoms

ACTUAL BEHAVIOR

Attempting to migrate the WebCenter Portal policy store from Database to File by running the migrateSecurityStore WLST command fails with the following error:  

JPS-10151: Application role <Portal-ID>#-#<Portal-Role> does not exist 

The full error stack shows:

migrateSecurityStore(type="appPolicies", configFile="<CONFIG_FILENAME>",src="<SourceContext>", dst="<DstXMLContext>", srcApp="webcenter",dstApp="webcenter", overWrite="true", preserveAppRoleGuid="true",reportFile="<REPORT_FILENAME>")
