Symptoms
After applying the April 2021 CPU (Doc ID 2749094.1), the Monitoring page for the server within the WebLogic Admin Console no longer displays the patch list. Instead, "No patches installed" is found.

1) Admin logs:
3) Added Dweblogic.log.DisplayPatchInfo=true flag and checked opatch trc file:
<DIRECTORY_NAME>/bin$ cat /tmp/opatch.trc

It shows executed, but there is no recent entry in the $Oracle_Home/cfgtoollogs/opatch/lsinv/ directory.
