Patch List Is Not Displayed In WLS Console Monitoring Tab After Apr 2021 CPU (Doc ID 2787398.1)

Symptoms

After applying the April 2021 CPU (Doc ID 2749094.1), the Monitoring page for the server within the WebLogic Admin Console no longer displays the patch list. Instead, "No patches installed" is found.

All options in these notes have been tried:

1) Admin logs:

3) Added Dweblogic.log.DisplayPatchInfo=true flag and checked opatch trc file:
<DIRECTORY_NAME>/bin$ cat /tmp/opatch.trc
Thursday, June 17, 2021 at 10:22:56 AM EDT lsinventory

It shows executed, but there is no recent entry in the $Oracle_Home/cfgtoollogs/opatch/lsinv/ directory.
