508 Accessibility Issue: Cannot Tab Through Submenu In WebCenter Portal 12.2.1.4 (Doc ID 2788654.1)

Symptoms

User has created a Page/Skin template using the seeded Mosaic templates in WCP 12.2.1.3.
Later, WCP 12.2.1.3 was upgraded to 12.2.1.4.
Mosaic template have been deprecated in 12.2.1.4. Upgraded instances still retain the Mosaic templates (or its copies) and are expected to work (Doc ID 2703595.1).

However, in this instance, accessibility features in 12.2.1.4 Portals (that are based on Mosaic templates) are not functioning as expected. After upgrading to 12.2.1.4, users are unable to tab through submenu in portal. After tabbing through to the menu, UP and DOWN arrow (cursor) keys, do not open the submenu.
