Symptoms

Accessing Reports Server fails with error:

REP-52266 : The in-process Reports Server failed to start.oracle.reports.RWException: IDL:oracle/reports/RWException:1.0 [[
oracle.reports.RWException: IDL:oracle/reports/RWException:1.0
  at oracle.reports.utility.Utility.newRWException(Utility.java:1053)
  at oracle.reports.rwclient.RWClient.startInProcessServer(RWClient.java:1151)
  at oracle.reports.rwclient.RWClient.processRequest(RWClient.java:1913)
.....


This worked before, but the error REP-52266 started showing up without explanation.

To reproduce, attempt to access Reports Server using rwservlet command, like showenv:
