DSCC not working after applying the latest bundle patch set to the weblogic application server.

ODSEE version: 11.1.1.7.171017

Last known Weblogic server version that worked: WLS Patch Set Update 12.2.1.3.190522

WLS patch set : 12.2.1.3.190522 (Works)

WLS patch set: 12.2.1.3.191004 (Fails? no specifics noted why)

The issue can be reproduced at will with the following steps:

1) Upgrade ODSEE version: 11.1.1.7.171017 to 11.1.1.7.190716
2) Add WLS patch 11.1.1.7.190716
