ClassNotFoundException BeanFactoryReference After Applying Of Fusion Middleware Patch 32652899 (Doc ID 2791937.1)

Symptoms

After installing "FMW COMMON THIRD PARTY SPU 12.2.1.4.0 FOR APRIL2021CPU Patch 32652899" the Sites and CAS deployments fail to start.  The following errors can be seen in the logs:
