JMS Connection Factories Targeted to "Default Target" After Upgrade (Doc ID 2793021.1)

Symptoms

After upgrading OSB domains to version 12.2.1.4 (from version 12.2.1.3) , All the connections factories in all the JMS Modules were changed from Sub Deployment targeting to Default targeting.
Due to this facing intermittent issues with Cross-Domain JMS connectivity; JMS consumers not showing up (the expected number) and just shows the count as "1".

Changes

 Upgraded  OSB domains to version 12.2.1.4 (from version 12.2.1.3)
