ACTUAL BEHAVIOR
---------------------

Calling a web service using APEX_WEB_SERVICE package (MAKE_REST_REQUEST function) may take a few seconds to run or it may take several minutes.

The issue is random and the web service may run fine for 3, 4, 5, ... times, then then all of a sudden take a long time to run, then run fine another several times.

No issue doesn't reproduce when running from tools like SOAPUI or Postman.
