Content Title With Non-ASCII Characters Is Garbled When Displaying Content Update Page (Doc ID 2794500.1)

Symptoms

Content title with non-ASCII characters is garbled when displaying Content Update page.
This behavior is seen when you use Internet Explorer 11 or Edge running Internet Explorer Mode.

Steps to reproduce:

1.
login WCC WebUI via IE11 or Edge running IE mode.

2.
Check-in a content with non-ASCII characters in the title.

3.
Select "Content Actions -> Update" to update content.

4.
"Info Update From for <Title>" displayed in upper left is garbled.
Displayed information on browser tab is also garbled.
