KSS Keystore Fails to Load After Applying July2021 PSU Patch (Doc ID 2796363.1)

Symptoms

After applying July 2021 PSU (patch 33059296) the WebLogic fails to load the configured KSS keystore. The same keystore was working properly prior to the patch application. The WebLogic server logs shows the following error during the loading of the KSS keystore:
