Symptoms

Versions affected:  WebLogic 12.2.1.3 or 12.2.1.4, any SPB, and EM 13.4 or 13.5

When applying WebLogic 12.2.1.3 July 2021 PSU on an OEM 13.4 environment using SPBAT, the precheck phase fails with the following error:
