Admin Server Hangs at 'RESUMING' State on Windows (Doc ID 2797051.1)

Symptoms

Admin Server hangs after 'RESUMING' state and does not move to 'RUNNING' state. Thread Dumps indicate following thread continues to be in progress which is performing a 'File Read' operation and not completing it leading to server to stay in Resuming state. The file read operation is trying to retrieve patches information.
