"Inhibit Propagation" Is Not Localized When Folder Creation And Update (Doc ID 2800025.1)

"Inhibit Propagation" is not localized when folder creation and update folder operation.

Steps to reproduce:

1)
Set Non English locale as user locale.
ex) Deutsch , Japanese ....

2)
Select Browse Content -> Folders -> Add -> New Folder
and then Click "show advanced options".

3)
You see "Inhibit Propagation" is not localized.
Other fields are localized.

4)
Select "Update Folder Information", you can also see "Inhibit Propagation" is not localized.
