Duplicate entries for SSLEngine in admin.conf, After Upgrading OHS to 12.2.1.4 (Doc ID 2800578.1)

After upgrading OHS to 12.2.1.4, there are duplicate entries seen in the DOMAIN_HOME>/config/fmwconfig/components/OHS/<OHS_COMPONENT_NAME/admin.conf.

The issue can be reproduced at will with the following steps:
1. Upgrade OHS from 12.1.3 or 12.2.1.x to 12.2.1.4
