WebLogic in PeopleSoft Install Fails to Start After Opatch Is Updated to the Latest Release (Doc ID 2801943.1)

Symptoms

After updating the Opatch included in the PeopleSoft install to the latest release the WeLogic server fails to start when booting the domain via psadmin or startPIA.sh. The WebLogic standard error log - DOMAIN/servers/PIA/logs/PIA_stderr.log shows the following error:
